Wow, I'm glad your not in charge BoaderC, no offensive intended. Everyone I know that was in the army are at least problemed drinkers, and many people that are taught celebecy are still sexually active (in a lot of examples criminally), people that a taught compassion, peace, and charity to the poor more often then not hold opposite values of at least one of these. Which has a lot to say about enforced values. If you impose "values" as bob said they are hardly efficient, I'd even go so far to say that they are counterproductive to whatever value you enforce.
Why is discipline important, apart from when you going into life threatening situations with a required task which may be against compassion you might have?
Respect is earned, not taken because your authority figure, you didn't really specify respect for what either. Many people share this viewpoint and would be problematic if you get many of these people in basic training.
Vocational education? Are you serious? Join a trade school.
Experience in what? Exercise and aiming guns?
Some people are responsible others are not, you usually become more responsible as you age.

Also don't you see any connection between your Mexican friends criminal ways, and his reformed ways? The job role is basically the same. Creativity comes from a free mind, what about all the future great artists, scientists, business tycoons, engineers, etc when after they complete their 12 years school. Everything about them is broken down and molded into a soldier's mind. Not to mention what a waste of money it would be, its not the 1800s you don't need 100% of the population able for military service.
