We then deploy land forces to which ever sector We think will bear the hardest attacks,and in an attack on a location it would be defended by 20% percentage coverage of land defence in that sector.

A problem is that people are still able to simply attack somewhere else. Any decision to leave something undefended is a decision to let it die, as there is no way to direct and force the enemy's attacks against you. All other things equal, a person will attack the target with the lower defense. If you think someone is going to attack one side of your nation and place more units there in case of that, they almost invariably will not. The only effective ground defense in this game that involves a variable amount of defense at each target varies defense amounts only by the relative worth of each target. Geographical location is still irrelevant to the war system. All that matters is specific deterrence at specific places. Making a country into four regions would simply make the decision not about specific targets, but about the aggregate worth of targets in each region. There would still be no effective strategy on the ground besides equalization of defense and/or weighted defense according to the worth of each target. It only increases the amount that will defend each individual target. Why not simply make land defenses mobile, as in the original post, then?

Just to add: I would find it useful to be able to weight different weapons differently in the defensive priorities. If I have enough AAMB, for instance, to have 500 (magic number on WG) at each target, I would like to do that, but I might also want to weight different weapons, such as AV or SRMB or MiB, a bit differently.
