Sadly, as in Switzerland, I fear that giving a choice to locals about residents will only result in the exercise of prejudice.

Broadly, I agree though. Devolve power to local levels to ensure that resources are allocated efficiently.

Re: Scotland/England. Personally, I think that if Scotland wishes independence, we should grant it. Why should my taxes help fund better public services north of the border? Normally, I'm in favour of redistribution via taxation (London and the South-East still provide a hugely disproportionate amount of Westminster's budget), but not if there are calls for independence.

Mind you, I also think we should get rid of Northern Ireland. That has been a huge drain on the Union since independence of the Republic, primarily due to the need to police it. I'm sure the Unionists would hate me for saying that.
