Then there wouldn't be any Universal Laws, wouldn't there? But there are...

Heat water to 100 degrees Celsius. Or, even more generally, all matter has three states: liquid, solid, gas.

And, again, these events are factual, these laws are independent of belief.

There are two "human flaws" to these laws. One may occur in language - improper expression of terms for the concepts -, and the second may occur in language - to leave conditions implicit. There are others; being one of our interest: to not know the unknown. Its largely the unknown that poses a question mark on the order we see, on what we know.

In the water case:
Many things may be called "water". Ocean water evaporates at a lower (or is it higher?) temperature, because it isn't just H2O: it is the composition of several other minerals dissolved in water.

Temperature isn't the only condition needed for elements to evaporate. Pressure interferes in this process as well.

It is in the presence of these flaws that apparently laws begin to crumble and apparent randomness occurs. Although, it may just very well be that law needs to be repaired, as many throughout history.
