I have been thinking about this issue a bit.

Now, as far as I'm concerned, there is almost no benefit to a president in allowing a CEO corp to exist in their country. If a president knows how to manage companies, there is only a risk that the CEO will do worse and workers will be allocated to a sucky company. The only benefit is that the CEO in theory can manage the companies, decreasing the real world time needed to play the game, but that only works if the CEO is good.

I think a solution would be to make the CEO-controlled companies inherently perform better. Imagine the CEO corps had workers that produced 50% more than in an equivalent government corp. That would make CEO corps very desirable to presidents, since for the same numbers of workers they could generate more revenue, tax dollars, etc. The presidents would be happy, actual CEO players would be happy, etc.

In the real world there is the whole communism vs capitalism debate, and this mirrors that. In the game, government operated coprs are as efficient as private ones. In the real world, the capitalist camp would say private corps would operate more efficiently. I don't know any country in the world without some kind of private corps, so I suspect there's something to that, and for the purposes of this game I think we can make that leap.
