Replacing income taxes and capital gains taxes with carbon taxes would stop punishing something good (income and wealth) and actually punish something that's dangerous (putting more CO2 into the air). Politically difficult because a carbon tax is regressive. Instead in USA we'll probably get cap and trade on top of our current taxes. More opportunities for corruption and make-believe, not very effective where tried. Nix is right, an atmosphere of desperation (may I say environmental hysteria?) makes for bad policy. And always people trying to get their noses into things they shouldn't.
