Something perhaps in the spirit of your suggestion that might make for a nice pay2play feature would be a war simulator world. You could xfer any country from any world to the war simulator world for a brief simulation period. Well, not quite any country, but any country without any military secrecy up and any country within your empires. If a country in the simulator isn't involved in war within 2 rl days it is removed. There could possibly be a record kept for which countries get simulated most frequently.

Economy would mean next to nothing in the simulator--FI and market value would be fixed for countries xferred in. Weapons would be available at infinite surplus, but FI would determine how quickly the (unlimited) spending limit rose. Weapon price would be the average price over the four normal worlds (or the average price over the three worlds that operate at the same speed).

If two people wanted to test their skills using the same starting point, they could both xfer the same country to this simulator and duke it out. People who would like to see how they would fare if they only had someone else's military--that would be possible to arrange, too. Warring against oneself would be possible. This would be an awesome way to figure out war strategies and for finding bugs. Bugs could be demonstrated for w3c without damaging any "real" countries.
