Hymy, I think that would be too easy to exploit. Consider this scenario and the variations that follow:

Country A and Country B consent to fight a fake war. Country C declares (real war) on Countries A and B, now that they've been damaged enough to be easily conquered.

1) Country C is allowed to start the wars and brings the WI (or whatever) low enough to end the fake wars. Does the "real" war end? If not, Country C can take Countries A and B when neither of them should have been vulnerable. If so, Country C is vulnerable against two invulnerable enemies.

2) Country C is not allowed to start the wars. Countries A and B can keep their fake war active indefinitely, yielding a new kind of peaceful--one without the traditional limitations of peaceful status.

3) The training war between Countries A and B is completely fake, with countries reset to prewar conditions afterwards. Country A accepts an award after the fake war starts. Country A is reset to prewar conditions and thus doesn't receive the award penalty.

3') Financial situation is not adjusted in reset. Shitloads of cash are put into some corps before the training war starts. Corps are blown up in the fake war, sending the money to the country. Corps reappear from reset to prewar conditions. Corps still have shitloads of cash.

3") Country C nearly conquers Country B. Country A finishes the job, resetting Country B to prewar conditions--Country C still is at war, but has wasted a bunch of ammo for absolutely nothing.

The list of similar scenarios and variations could go on and on.
