hehe. In my view this is still a bug in the game, and would like to hear from anyone who thinks otherwise. I communicated with W3--they asked whether you can use the stranded air transport units, and the answer is yes, you can. If you want to drop special forces from your home country into some other country, e.g., schedule it and the "stranded" AT units will fly back and do the job...then when finished they'll go back to that same country they were hiding in. So they're functional. The problems are: if you want to sell the planes, or put them in reserves, or transfer them to another country in your empire, you can't because they are an active unit and you can't dismantle them. Someone suggested in another thread building a remote depot and/or remote airport -- neither seems to reliably help imo. You can give the planes a task then try to catch them while they are loading or unloading stuff in your home country, and dismantle them then...which is kind of ridiculous. W3 never got back to me on how to easily dismantle them if desired.
