Did you read the earlier posts?

If youre fighting someone, and take out all their corps, they will be evicted due to debt. you wont need to take over their country at all. You wont inherit the debt.
That makes your alleged issue regarding wars vanish.
As for intentionally taking over craphole countries with intent to abuse and dereg, yep, people will stop doing that. Is that supposed to be bad?

OTher war scenarios are not effected. As long as cash transfers are unlimited or relaxed, and/or time is given after conquest before such things come into play, then it wont change my thinking a bit. Would it stop me from expanding? hell no. Would it stop me from taking over someones country that I wanted to keep? hell no. Crappy countries I didnt want who attacked me would be merely destroyed, while I watch in amusement as their president is evicted.

The chain reaction you describe should never happen. Inherited debt should also be applied to the richest country

I think 10T is a damn generous limit for debt eviction. It takes either intentional effort or massive incompetence to get that much debt. With that kind of limit, massive war damages can be repaid even without greatly increased cash transfers.
