it should be possible to go up to about 30 countries (or more? I dont know) and be sustainable, as long as welfare was near the reasonable max (150-200)

50*30/200 = 1500/150 = 10 % chance per corporation to be hit by a rebel attack in a 30 country empire with 150 welfare per country

assuming 100 corps per country ( a rather generaous feature), 10 of them will be hit by a rebellion and damaged each month, and assuming that they can repair themselves each month and that 2 hits in one month are required to fully destroy a corporation, 1 will be destroyed. Since one corporation can be replaced each month, and an average corporation will have 99 months to live (when considerably fewer are required to reach full upgrade status) , then the country will be in a stable state with OK finances.

With 200 welfare (quite had to achieve, requires a stable 150+ financial index), rebels will be only an annoyance even at 30 countries and larger empires are still possible.

Rebels werent meant to stop 22 country empires, they were meant to stop 96, 130, 215, 84, and 76 country empire , respectively (all of the above empires exited; at one time even I (BRIEFLY and UNHAPPILY!) had around 60 countries...)

Hopefully CEO corporations will be made more resistant or even immune to rebel attack again, as was one the case.
