It would be very easy to get into a downward spiral from just 1 event... Take this one...

Two empires... Empire A declares on a small country (Country 2) in empire B using a disposable country (Country 1) by transferring in offensive weapons and buying defensive weapons. Country 1 kills the economy in country 2 resulting in all corporate debt transferring to the country 2. As president B tries to rebuild the country, he also declares on Country 1 using all available empire resources.

Country 2 builds up huge debt, President B can't dereg it before achieving trillions in debt due to reconstruction of war damage. Country 1 is building debt because President 1 doesn't care about it.

President 2 has 3 choices... kill country 1 and take on the country with the debt, kill country 1 and end the war leaving an opening for a repeat, allow the debt to build in country 2 until it auto evicts him and transferres all the debt to his empire.

Now a 4T bill gets applied to the next country in President B's empire causing a huge load on the economy due to interest payments and the countries asset value quickly falls. If president B has a large enough empire he can absorb the debt and hopefully transfer enought to prevent the auto eviction, if not the cycle repeats in a domino effect through the empire.

Solution, Allow dereg of country in war if you are not the agressor. Place a cap on the debt transferred to be maybe 50% of the debt that would result in auto eviction. And, Allow a president to surrender in a war after 2 game years have passed and war is still active.
