making max attack limits dependent on the agressor vs defenders DFI/DI ratio is a silly idea. it'll just force players to adopt unrealistic and annoying tactics to manipulate the limits.

the loophole lies in the fact that with war treaties, i could declare war with my attacking countries on an unimportant country which is federated with my primary targets. if the primary targets have war treaties, then they declare on my attack countries. this allows me to minimise the attack limits of my intended targets.

to my mind, the better way to punish strong countries which attack weak ones is to use rebel attacks and strikes (zero production in factories). the rebels/strikes could continue indefinitely as long as the stronger country occupies the weaker one, regardless of who was the aggressor. it'd be better if countries which suffer rebels/strikes suffer score penalties.

if jozi wants to protect weak countries from stronger ones, the only effective way to do this is to finally remove attack limits, on FB at least, and allow KB to be the peace world. then warlords could concentrate on each other, rather than being forced to pick on noobs.

also, if off/strat sharing is allowed, same-type units could be 'stacked'. 10 countries with 5k NF could attack with the combined 50k NF as if one country possessed all 50k NF. this would give weaker countries a much better chance if they combine forces, especially if stacking is limited for larger countries.
