If you will note the chat log, youll see that the first proposal I offered jozi involved changing the limits on WG and KB, lifting them entirely on FB, and raising them on GR at the least.
He was not interested in this idea. Therefore we are trying to help work with his proposal.
Before proceeding I will restate my opinion that this approach is much better.
A variable attack limit, although I think we can make it work, is much more complicated ands no matter how hard we try, it will have flaws.
BK: regarding high population countries being vulnerable: pfft.
High population countries already have masive advantages. A 40M pop developed empire head is easily capable of taking out 20 well prepared 10M pop countries. "10M pop suicide" countries will be no threat at all to anyone, in any circumstance.
Jackle: UF had a decent reply to your last message.
Anton: The defense index is greatly influenced by a countrys offensive and strategic weaponry. Countries attacking using large numbrs of offensive and strategic weapons would still be quite vulnerable, I dont think the problem you and jackle talk about is anything but minor. In terms of manpower, offensive units and especially strategic units are MUCH more efficient ways of increasing the indices. Using them will make a person very vulnerable indeed.
If many people are concerned, Perhaps Offensive and strategic weaponry contributions to score could be rescaled a bit to help (perhaps 75% rather than 50%?)

This is just talking. But what would you think about attack limits that were calculcated as follows (again were assuming they simply wont be removed :P ):
1) Take the combined defense index (overall, including off and strat) of the defending country.
2) Add to this number the total Overall defense index of the player's countries. All of them.
3) Add any federation defense indices. Update the total federation defense index dynamically, meaning immediately, whenever anyone enters or leaves a federation.
4) Use a minimum attack limit large enough to overcome small defenses
5)maybe increase the limits calculated above based on assets (richer countries should be able to afford a better defense), or playing time, or population (as anton suggested), or something else?
Higher totals = higher limits, lower totals = lower limits
This would let large federations fight each other. It would make large empires more vulnerable. It would protect the weakest players. Countries that have been unfederated ( or had their defenses destroyed) would be conquerable (the minimum limit must merly be enough to be usable). And it would make rich, poorly defended countries a bit more vulnerable.
