Well this depends on your point of view. What is provided by the state or private sector varies from country to country, (and the extent of market and state provision). Indeed there is no global consensus on what should and shouldn't be in state or private hands.

Indeed from a Cuban or British perspecitive the Health system element of simcountry has a capitalist bias, it requires a staggering 31% direct contribution from the population and only 69% of the cost is paid by the state! I assume the Health system is based on a European Social Insurance model of healthcare. So it's not quite true, also there are transport maintainence corporations which can be in either the state or private sectors.

I suppose it could be possible that the game could be designed to allow for transfer of these sorts of activities into and out of state control, but that would further complicate things. Indeed if we wanted to take things further we could even have private provision of military services, (not just the construction of the assets) a new sort of corporation "Security Services", so the state, (or CEO players for that matter if they wanted to take out a rivals firm) could buy in mercanaries to do a particular job rather than maintain standing armies.
