Buy-and-hold is a shareholder "strategy.
It means that you buy the shares and hold them for a period.

This has nothing to do with the strategy used by corporations to issue shares or buy them back or whatever they decide.

If you set a target percentage for your shares, as I indicated before, on the page where you can set targets, then there will be no additional selling.

To date I did not see any example of a target set, and not changed, at a certain percentage, and selling that went beyond that target.

I heard complaints about quick selling after an IPO when the default target was 51%. We then changed the default to 85% and got a thank you mail and the same message on the forum. The IPO is 15% so the target of 85% means no further selling.

If I will find a single case, where despite this target, that was not changed up and down, there was further selling, that would be a serious error.

The condition is that the target ownership is not changed. If it is changed down, and the shares are sold, changing it back up does not guarantee that they will come back as the current owner of the shares may not be interested in selling them.
