For the most part I agree with Dan.
I serve in a Naval Air squadron now but spent a few years on ship. It was a Full Time Support (FTS) ship and did not have the same budget as the regnavs but when we deployed (out of operating funds) we had all we needed even to the point of overnighting a $500,000 IMU unit for our backup gyro so it would be at the pier when we pulled in.
J.B. Weld and RTV were our most important supplies carried in the engineering plant.

On the FTS Naval Air side I work on an older Airframe the C-9B Skytrain and I have never seen a want for any materials or supplies that stopped us from completing our mission.

Also for Dan just after the start of the war my ship was up next to you in Suda Bay, We were the small wooden bobbed like a cork mine sweeper USS. Sentry moored to the Emory S. Land I think they made us go pier side so you could moor up.

Anyway thats my 2 cents
