As emotionally satisfying as that would be, Que, its not really fair. Carter may be blamed for pressuring the Shah to take a soft approach to Komeini which led to the uprising, but we put the Shah in power in the first place.
Too many of our decisions and actions since WWII were solely influenced by Cold War considerations. We are now paying the price for some of those.
One could make the argument that this conflict is a continuation of one that has been going on since Marathon and Thermopolae. Our Western value system has always been at odds with cultures of the Middle East. Throughout the past 2500 years, sometimes the West dominated, and on occasion, they have. Is makes one wonder if we can ever truly have peace and partnership with these people if we can't establish some common ground. Blame, at this point, is in sufficient supply to drown both cultures. This round, however, it would seem that Muslim extremists are seeking the fight.
It is absurd in the extreme to view Islam and the Moslem world as monolithic though. From Morrocco to the Philipines, Islam is divided by sect, racism, tribalism, and nationalism. Much of their internal conflict is due to the aftermath of colonialism and poor decisions made upon its conclusion. Obviously, I am not apologizing for terrorism and the current state of affairs in a fit of Western guilt, but am acknowledging the complexity of the situation.
Al Queda and like minded groups must be hunted down and dealt with. Those who declare Jihad to fight a holy war will given that war, but what of the other 99% of Muslims who are just people?
They are miseducated, indoctrinated, abused by their own governments in some areas, and have zero experience with self governance. Yet they remain innocents in this conflict.
Short of genocide, we will have to take actions to help these people grow into the international community.
