It would be good if you could create LTD. companies where you could limit the share value of shareholders

Yes you can limit what entity(s) owns your stock. As I said this is possible through careful, tedious and many coffee ladened hours spent typing in orders and sales from your CEO and your countries Investment Portfolio. If done properly you can keep 99% of all outside investment from getting even a minority stake in your Public Corporation. In fact it is rare for me to have the problem of outside investment when I am ready to make the corp fully Public due to having the keen awareness to know when Investment Fund orders have been filled already and your corp is at it's lowest risk of selling shares to an outside investor. This has no effect on the player who is actively buying shares it sees available or a corp that a player thinks is valuable and wants to own a piece of. There is no way to stop him/her from buying what is there. Therein lies the risk. Albeit a very low risk.

I also think that any shares owned by a country that is no longer player controlled should automatically be transferred to it's countries Investment Portfolio and not remain in the share portfolio of the country. At least this way the shares are given a trigger price for selling and gives the CEO or other investors a shot at the shares.
