Dropping salaries helps account for lower income tax revenue. Fewer schools and, particularly, hospitals relative to the amount of population could result in lower average income among government workers. Lower salaries also result in lower social security payments, which presumably are taxable income.

In addition, during a 3 month period, private corps are likely to change one way or another, whether it's hiring, salaries, or the type of corps. As a result, workers of private corps collectively can earn lower income than they did three months before. Lower income would result in lower income tax revenue.

Comparing the gross income tax revenue of different countries is dicey. Countries differ in the types of corps they have. Some countries have more high wage industries than others.
