Quality does have an effect on the game. When you corps buy supplies at a higher quality, the quality of the products they produce is higher thus they receive more money in return. Weapons appear to have a Quality modify on them/coming soon so most people will probably start trying to get the highest quality to have an advantage in war. As for what you country has in stock, well quality means jack there right now unless you use it to supply corps.
Main point to quality is to set apart player created goods (high quality) from C3 (low quality) created goods. If quality didnt effect buying we would all buy C3 goods and nothing from each other, same for c3s. Then our corps all go bankrupt because no one buys their higher quality goods and everyone complains that something has to be done. Then W3 again institutes the quality schemes and most are happy again.
