I believe you're right, Gresham--hence my facetious remark at the very end of my first post. And it's been around at least since November/December when I started manipulating with oil.
I believe there's a trigger level in the surplus where the auto-resupply kicks in. Below that level the auto-resupply brings back the surplus to that trigger level. I think anyone who wants to effectively manipulate the markets should first find what the trigger level for a given product is, then continuously make purchases to keep the surplus just above that trigger level.
