Fortifications can't protect a new player from continually losing all their corporations, so it fails to really protect them. What it does do is make them untakeable. So it would seem that everyone loses.
Firepower isn't what needs to be changed. The real point is that it is possible to destroy an entire attack before it does damage. That is wrong. It should instead act in a way that lets both sides of an engagement launch what could be rationally expected of them. If the power of the responding defense is four times that of the attack, the attacker should be killing 1/16 of the responding defense, and vice versa.
