Equipping new countries with a stockpile of offensive and strategic ammo (perhaps 100B worth of each type) would be of great assistance in getting them started into war. This ammo would have to be untransferrable and unsellable to avoid abuse.
Benefactors should be able to pay 1GC per day to keep someone else's country from resetting, this would be a form of largesse that can be withdrawn by the benefactor at any time. Countries at war where the target country is due to reset would be able to utilise this benefactor feature to keep the target alive so that the war can continue. When you've just spent billions or trillions on a war, there is nothing worse than being unable to land the killer blow because of an imminent reset.
