I mentioned a similar kind of thing before with setting up a feudal type system. As it stands I have 0 benefit for spending the time, energy, and resources to train new players. It would in effect create 1 large empire under the control of several players instead of federations.

Now if the countries actually share resources, including cash and offensive military hardware I would have a reason and way to actually help them.

My countries (assuming I'm at the top of my local fiefdom) could then ship money to the newbies to build their own economies, with the goal being they would make the money plus some in the future to send it back my way. The money only comes back my way from having taught them how the economy works and how to set up successful econonic strategies. So now both sides have reason to learn, and help each other.

With the return of my initial investment plus some I would be able to replace the upcoming losses to my military. =)

Once the noobs learn economy next up would be warfare. If they have access to my military (something akin to the UN, for each war each country puts up so many weapons of each type for a coalition army that one or all members would control while still having the rest of their forces available to themselves) they can then go fight wars before reset since they have sizeable forces on hand. Being how it would be primarily my weapons it would be in my best interest to teach them the war engine and strategies/tactics that work to minimize losses.

With some success with economics, and 1 or 2 slaves the noobs have reason to not only keep playing the game but stay were they are at, pay to play to keep there new little empire, and learn more about the game. As they learn more, and grow stronger themselves I too become stronger. That means more money and more weapons for all of us. Reason to teach, reason to learn.
