All new players start in war level 0. The only way to move to a higher war level is by winning a war against a C3 country (Computer Controlled Country). There are many C3 countries in the game and they are managed by an automatic procedure. C3 countries can assume all war levels and can fight back at any of these levels.
If a new player declares war against a C3 country (by default this will be a C3 country with a war level 1), and the player wins the war, the winning country will move to game level 1.
The war tutorial is showing beginners how to conduct a war against a C3 country, win the war very quickly and move to war level 1.
When a player at war level 1 declares a war against a C3 country, she will have the choice to fight a C3 country of war level 1 or a C3 country at war level 2.
If the player chooses to fight a C3 country with a war level 2, and wins the war, the country will move to war level 2.
If the player chooses to fight a C3 country with a war level 1, and wins the war, the country will remain in war level 1. However, if the player in war level 1 wins a total of 3 wars against a C3 country in war level 1, (including the first war that caused the move to war level 1), it will move to war level 2.
Once in war level 2, the country cannot fight any C3 country in war level 1.
When a war is won, the winner conquers the country independent of any war level change. This means that even if the war level does not increase, winning the war, wins you the country. It is also possible to win the war and not take the country, war level changes are when they take place, take place even if the war is won and the country is not conquered.
