Moving to war level 3
When a player at war level 2 declares war against a C3 country, she will have the choice to fight a C3 country of war level 2 or a C3 country at war level 3.
If the player chooses to fight a C3 country with a war level 3, and wins the war, the country will move to war level 3.
If the player chooses to fight a C3 country with a war level 2, and wins the war, the country will sometimes remain in war level 2. However, if the county in war level 2 wins a total of 6 wars against a C3 countries, it will move to war level 3. The 6 wars include the ones fought before reaching war level 2. The moves also take place if some of the wars were won but the country was not taken by the winner.
Once in war level 3, the country cannot fight any C3 country in war level 2.
