A country cannot sell the last 10.000 defensive weapons and the last 150.000 pieces of defensive ammunition. Total sale of weapons or ammunition was used until now to eliminate the defense of some countries and have them be taken over by a friend. These staged wars remain possible but the cost will be higher.
