Detailed Description:
I have an idea, that basically means ,nukes wont EVER HAVE to be used. im not thinking of eliminating nukes, but listen to this fast.
Imagine, you're in a war, facing off against an empire of 3 countrys, you with your single country. now, the war suddenly becomes desperate(your corporations are destroyed).Now, you should be able to turn your country into any type of gvt type, and FORCE all your people to join the army. Therefore, you can buy whatever number of tanks, and have people to operate them.

You can grow the army very large and everyone will leave the industry and go to the army. It may however bankrupt the economy.
