Detailed Description:
I propose that empires should be able to use the entirety of their empire(slaves and leaders) to attack c3 countries, not player countries at least on FEARLESS BLUE where war is the coin of the entire world, where it is heavily advertised and is the main draw of the planet. Vote yes for more active game play.
