War Hospitals Status: True. Should be added.

Detailed Description:

You should not have to convert regular hospitals into war hospitals, you should be able to build war hospitals. I have had a personal experience where I jost got enough hospitals for my country, but I needed to convert some into war hospitals so I had to build more hospitals.
