Detailed Description:
Unemployment & Social Security should not be lumped together in the same cost section. While both effect the welfare of the country/empire, why should unemployment be at the same level as Social Security? To change this vote yes.

This is true. There is no reason to combine both. It was done for reasons of simplicity. There are so many features and details, we have chosen to combine both. We will add to our wish list.
