Detailed Description:
I suggest making possible to train military units. If unit is created, then it would be option to train it and change its status (from green troops, through regular, to elite). Training should costs money/military supplies and lasts some time (few game months). Trained units should have combat advantage over units newly created. Vote YES = introduce training Vote NO = no changes in military system
