Country's who need military support in a war who did not even start the war. They can't afford it so I believe we should give them a fighting chance with out being dominated.

This poll is not clear. Is it the idea that if a country is losing a war, the SC will come and save it? Should the SC army destroy the attacker? Please explain what that function will do and take into account the secured mode feature and its function in this equation.

Countries that cannot afford war, can easily avoid it. You do not have to participate in the war game if you are not ready for it.
