Detailed Description:
We should be able to do terrorist acts on countries or have other countries fund terrorist groups within thier country against other enemey countries. Like if one country doesn't like another they can fund extremeist groups to commit terrorist acts upon that country either secretly or not. and the country that has been attacked can trace the terrorist back to the home country and declare war and find the groups and what not. its an idea that could bring a little more excitement to the game. just a thought.
