Detailed Description:
I'd like to see the ability to lay telecommunications infrastructure. Possibly change the "Transportation Index" to a general "Infrastructure Index" seeing as it already contains water treatment plants. Telecommunications would include phone lines and fibre optics for internet. As with roads and rail low levels of phone lines and fibre optics would increase delivery times (lack of communication). High levels would therefore lower it. Also high levels of fibre optics would increase the productivity of high tech corporations and also lower it if there were low levels.

The transportation index is indeed obsolete and should be renamed "infra structure index". We intend to add the telecom infrastructure and also add trains, busses and air transportation into the same index.
