Detailed Description:
I think you should be able to take over countries, and make them part of your own. I know u are wondering what happens to the guy who owns the country. Well he will have to find a new country.

You can take over countries now. When a country is conquered, the losing president has to find a new country anyway. There is however a problem with the merger of countries. Most times they have no common border and even if they do, merging is complex and has many disadvantages.
Empires do quite a good job and we intend to add functionality to empires and make it easier to manage them.
