Loans issued by the country should be a choice, with one of those "automatic/manual" type buttons, that allow you to decide if you need a loan or not. For two days running I have been gifted with loans, four this morning alone, and it seems we should have the option for applying ourselves, but NOT be forced to take a loan the country thinks we need...

Loans are given automatically when the cash goes into the red. You cannot have your cash account negative because that already means that you have used money you do not have.
To prevent automatic loans, make sure you do not use more cash than you have.
