Suggestion to Fix War Issue Status: Please read our response.

Detailed Description:

I suggest that when one empire defeats another in war that -- rather than taking over territory -- the empire, rather, receives a monthly tribute equal to 10% of the total gross income of all the countries in the empire it defeats. Once paying tribute, a country cannot be attacked by any other country, and will continue to pay tribute every month until/unless either that empire or another empire defeats the empire it pays tribute to in a war. This means that for 10% of gross income, empires can be safe from every being attacked via secure mode. It also means that countries that want war will receive a real financial benefit from winning a war. It also inspires alliances/federations/etc because if an empire loses a war, it loses the tributes from all the countries it defeated. War victory would be defined on an empire basis, either based on an empire surrendering, or based on the majority of an empire's countries being taken over by another empire. Secure mode would not be allowed for enterprises receiving tribute. A vote YES is to support consideration of Tribute as a new feature, to give an incentive for war, and make war protection more reasonable.
