When ceos request to build a corp, they have to find a country to build in first. If they don't have a particular place they want to build, they can use the country finder. In fact, most ceo corps are built using the country finder. That's why the country finder should preload a country to build in. The ceo can always select a country that they want to build in in no more steps than it takes now, and everyone else will be saved several pointless clicks.
