Detailed Description:
Right now there is no difference between strategic systems of any country other than the amount of weapons owned. I think that there should be a technology upgrade system. If country A has a fully upgraded strategic program and is in a war with country B who has not upgraded his strategic systems then country A has a higher probability of getting his tactical weapons through the defenses. Country B would have a much lower probability of getting through Country As defenses. Vote yes for technology upgrades for strategic systems. Vote no to continue with the unrealistic way things are presently.
