Detailed Description:
You need 5T in net cash to sell a country, but you can take a C3, burden it with debt and go to war against another country with a president. It's no big deal if you lose, but the victor receives a debt-ridden C3 or nothing for winning the war. I would like to see a change, where you must have a minimum in cash and military assets in order to declare war on another player. Also, neither can be transferred out of the country for the duration of the war. If you go to war against an active player (logged in withing the previous month), you should have something worth losing. If you would like to see this happen, vote to agree. If not, vote to disagree.

Although this is rejected, we do see some advantages in this proposal. Having something to lose in war is indeed essential in making war more meaningful. Also blocking the removal of assets is essential and is on our wishlist for some time.
