Detailed Description:

STATE ENTERPRISES: Whereas, the countries of Full members should have the ability to exercise, as far as technically possible, the rights, privileges, and powers accorded to sovereign states- we request the GMs make it, that for a ONE-TIME fee (similar to purchasing a C3) a president be allowed to organize any or all of the state corporations of a single country into a STATE ENTERPRISE. And, that other than the ONE-TIME fee to establish it, this state enterprise conforms to all other game rules concerning enterprises; including all the rights, privileges, powers, and responsibilities of an enterprise. Notwithstanding the above, each country maintains its power to build state corporations independent of a state enterprise.
