Detailed Description:
People will take whatever jobs they can to survive. For example a high tech engineer could take a low/med/high level workers job if its there is a lack of such labour and high unemployment of HTE, to help the lack of labour losses. Only "working class" jobs should be open to all, but some could step down within a class if needed, f.ex a high tech senior could do a engineers job, or a med level manager could do a low level one if needed. Yes: to social dumping, people take whatever jobs they can to survive. No: this is not important.

The labour market in Simcountry has a lot of flexibility and many move across professions when work in their own is not available. The numbers are very large, month by month. Doing much more will trivialize the education system.
