Detailed Description:
In the real world you have separatist conflicts going on every day in most countries. Maybe, we could have something like a separatist insurgency or something, unlike riots or civil unrest which strikes at an empire's infrastructure, and military. This wouldn't take place right away, maybe 3-5 years after the specific country enters the empire. With this separatism aspect, if the people are not happy, and the empire's leader is not doing a good job regarding that particular country's economics, or health care, than they can start a insurgency against that empire and regain their freedom. This would test the ability of any player who wants to create an empire.

Our current handling of empires is very limited. It originates with our early reluctance to accept empires that is now replaced but full acceptance and increasing interest by users and by ourselves. The rebellions where intended to make empires harder to manage.
We now plan many new features to empires, that will include the possibility of a country regaining its independence but there will also be riot police to control the movement.
