Detailed Description:
When the amount of low level workers in your total workforce drops below 25%, educated professionals are converted to LLW. Currently it seems this just takes a certain percentage of the total of that profession, meaning even types you already have a shortage in will be converted to LLW, only making the shortage worse. Doctors and teachers are affected as well and it is even possible to lose hospitals or schools because of the shortages thus created.
I propose that the auto-conversion function is altered in such a way that the educated professionals that have a surplus are favoured over those that already have a shortage, in other words a shortage will only be made worse if there is no other way to get enough LLW converted. I also propose that the auto-conversion function only creates shortages in government workers if it cannot convert enough in the corporate workforce, this should prevent hospitals and schools from closing down. Do you agree with these proposals?

Conversions take place independent of any percentages. The assumption in this proposal is completely incorrect. The trigger is just very low number of LLW in any of the age groups. The source of the problem is in most cases a large army and excellent education that takes all the LLWs in certain age groups into the army or educates them. It used to result in negative numbers of workers.
The correction function is probably not good enough and will be improved ASAP. Education should not advance beyond the available numbers of people that are available.
The problem might be eliviated with the decline in the number of people that go to the army. It will make more LLWs available for the job market and conversions will not be needed as much.
