Detailed Description:
I propose that there be established a unified council inclusive of all members, provided they are "active" members- e.g. participate on a time basis to be later determined. Additionally I propose that any "active" nation members may bring matters to the so-called "Security Council" and that notice of that submission be public knowledge. This would both be equitable and influential in game play. -Zmorgaine Broderick
