Detailed Description:
Having played this game for about 2 months now, I???ve come to realize that presidents of normal countries are not able to post up proposals in the security council? I mean if we all have a city, should we not be allowed to at least express our concerns to the council or propose different means of solutions for countries in decline? I believe that we all should have a right to address certain important issues when we want. I mean its not much of a security council if all presidents can???t write up new proposals. If you agree to this then vote for it. If you do not, then your missing your chance to express your view, and vote against it.
