Detailed Description:
The security council on each world should have it's own message board. A place not only for private communications between council members, but also a place for all presidents from the same world to talk about matters exclusively to their world. This board should be accessible from the security council homepage. vote yes if you agree with the proposal, no if you don't think it is needed.

Adding a channel for communication between members of the security council sounds like a good idea. Having a forum per world does not. We had forums per world before and we have unified the forums upon many requests by many players. Changing this feature back and forth does not make sense.
