Detailed Description:
Even with Corporations using more Workers its possible for Countries still have too many random worker types. I propose some form retraining camp. So players can convert there excess workers into workers they need and so on.(this is geared more to help countries who have 500K or if not 1M LLW) this helps econs make more cash as well as lower SS costs

We have a conversion function for professionals and workers. Arbitrary conversions of workers will in fact diminish the education functions and eliminate the entire education function. We do intend to increase the numbers of people involved in these conversions to 100.000 in countries with population > 25M.
